With the reform deepening andimprovement of standard system by Standardization Administration of thePeople’s Republic of China, China Instrument and Control Society held foundingconference of Standardization Committee of China Instrument and Control Societyin Beijing on August 12, 2014 in order to carry out standardization better, andit announced to establish the “Standardization Committee of China Instrumentand Control Society” officially.
Thetransferring of government functions as proposed by the new central governmentand standard measures for cultivating and developing social organizations thatStandardization Administration of the People’s Republic of China promotedprovided China Instrument and Control Society (5Aassociation) with new powerfor strengthening standardization. Internationally, some famous internationalorganizations for standard such as International Organization forStandardization (ISO) or International Electrotechnical Commission (IEC) arenon-governmental ones. Some organizations such as institutes and associationsin developed countries are the major power of formulating their industrystandards. As Director Tian, from Standardization Administration of thePeople’s Republic of China, said that standards of social organizations formulatedby professional organizations such as guild, chamber of commerce, associationand industry alliance were produced by market mechanism, could respond to themarket change and technical innovation timely and meet the market demands moreflexibly and efficiently compared to government standards. For example, nearly 1/3of functions and dailybusinesses of ISA and JEMIMA that had been keepingcontact with us for many years were in standardization. Complying withdevelopment and progress and carrying out standardization intensively were alsothe critical measures that China Instrument and Control Society took overgovernment functions actively.
Wu Youhua, theExecutive Deputy Chairman of China Instrument andControl Society pointed out in inaugural meeting that China Instrument andControl Society would formulated and implemented standards in the way of“seizing the opportunity and striving actively; frequent short steps andprofessional implementation” and carry out and boost standardizationcomprehensively through establishing this specialized committee; meanwhile, Wualso arranged the special contents such as communication and training in thesubsequent work of this year.
The firstsession of the first plenary meeting of StandardizationCommittee of China Instrument and Control Society was also held on the day whenStandardization Committee was established. The first Standardization Committeeof China Instrument and Control Society is composed of 58 committee memberswith Zhuang Songlin, the Academician of University of Shanghai for Science andTechnology, as the Chairman of Committee, and Academician Zhang Zhonghua, fromNational Institute of Metrology, China, Fang Xiang, the President of NationalInstitute of Metrology, Wu Youhua, the Executive Deputy Chairman of ChinaInstrument and Control Society, and Ouyang Jingsong, the Director ofInstrumentation Technology and Economy Institute, P. R. China, as theDeputyChairman of Committee
The principalcontents of the first session of the first plenary meeting were reviewing WorkRegulations and Detailed Rules for Standard Formulating and Reviewingand introducing and discussing recent work of standardizationCommittee of China Instrument and Control Society.
